This article discusses how pre-Genocide foreign missionary activity prepared the way for relief and existential support during and after the Armenian Genocide of 1915–1921. Examples are drawn from American, British, and German Protestant missionary organisations, especially the American Board of Commissioners for Foreign Missions, the Turkish Missions Aid Society or Bible Lands Missions Aid Society, and the Christlicher Hilfsbund im Orient. These agencies developed missionary and relief methods and transnational networks which (...) were utilised by the Action Chrétienne en Orient and other twentieth-century mission agencies in their work among Armenian communities. Mission hospitals founded by American Board missionaries in the late Ottoman period set an unusual example within the broader framework of Ottoman provincial healthcare services. These hospitals provided free health services to many poor and needy patients irrespective of their ethnic and religious origins: most importantly, they had access to Muslims, unlike typical Catholic and Protestant missionary institutions which were only able to operate among the non-Muslim population of the empire. By these means, mission hospitals managed to gain (...) the sympathy of both the local population and Ottoman local officials. This study will focus on the historiography of mission hospitals and the fundamental debates surrounding these institutions under the rubric of two main headings. First, the study will set out a short historiography of mission hospitals, their typical modus operandi and the audiences they reached out to in technical terms. Then, from a theoretical perspective, the study will shed light on the underlying motivations of these mission hospitals along with Ottoman governmental attitudes toward these institutions. (shrink)

In early 2021, a Canadian investigation revealed the discovery of over a thousand grave sites of indigenous children on the grounds of Indian residential schools across Canada. These discoveries prompted US Secretary of the Interior Deb Haaland to announce a similar investigation into the ongoing legacy and intergenerational impact of federally sponsored Indian boarding schools in the United States. In addition to documenting the legacy of abuse, neglect and dominance of indigenous peoples, we believe that such reflection upon the impact (...) of Indian boarding schools should also include the justifications that were used to promote the government policy of compelling indigenous children to leave family, tribe, customs and even language behind to be acculturated in remote boarding schools far from home or reservation. For while in hindsight these policies can be both deplored and regretted, they were not crafted in a philosophical vacuum. Specifically, it might come as a surprise to scholars today that Hegelian thought actually featured in the support and promotion of such policies. We propose to tell at least part of this story, by focusing on the leading American Hegelian of the time, William Torrey Harris, who—as director of the famed Concord School of Philosophy and also longtime US Commissioner of Education—was highly influential in both philosophical and educational circles. In that latter capacity, Harris penned a defence of the boarding school system, which drew upon broadly Hegelian ideas and language. So while we have elsewhere defended and lauded Harris and the St Louis Hegelians for their contributions to American philosophy and democratic educational thought, here is one respect in which this influence has not stood up well to the test of time. The Psychological Ethics and National Security (PENS) task force was assembled by the American Psychological Association (APA) to guide policy on the role of psychologists in interrogations at foreign detention centers for the purpose of U.S. national security. The task force met briefly in 2005, and its report was quickly accepted by the APA Board of Directors and deemed consistent with the APA Ethics Code by the APA Ethics Committee. This rapid acceptance was unusual for a number (...) of reasons but primarily because of the APA's long-standing tradition of taking great care in developing ethical policies that protected anyone who might be impacted by the work of psychologists. Many psychological and non-governmental organizations (NGOs), as well as reputable journalists, believed the risk of harm associated with psychologist participation in interrogations at these detention centers was not adequately addressed by the report. The present critique analyzes the assumptions of the PENS report and its interpretations of the APA Ethics Code. We demonstrate that it presents only one (and not particularly representative) side of a complex set of ethical issues. We conclude with a discussion of more appropriate psychological contributions to national security and world peace that better respect and preserve human rights. (shrink)

On Friday afternoon, 29 October, an extremely well-attended and in many ways inspiring session titled "The Scholarly Contributions of Rita M. Gross" was presented. The second panel, (...) titled "Can/Should Buddhists and Christians Do Theology/ Buddhology Together?" was presented on Saturday morning, 30 October. It also drew a considerable crowd.Each of the six members of Friday's panel addressed a different aspect of the work of Rita Gross, longtime SBCS leader and now professor emerita of comparative studies in religion, University of Wisconsin-Eau Claire. She is also a senior teacher (lopon) in Jetsun Khandro Rinpoche's U.S. Lotus Garden center. The session was organized and moderated by current SBCS president Miriam M. Levering, professor of religious studies and Asian studies at University of Tennessee, Knoxville, and an international advisor at Rissho Ko-Sekei in Tokyo. I will give highlights from the panelists' presentations in the order in which they spoke.Kathleen Erndl, associate professor of religion at Florida State University, focused on Gross's work as teacher and mentor. Although she taught primarily undergraduates, Gross, in her writing, speaking, and generous conversation with rising scholars, not only moved the field toward taking religious practices and women's religious experience more seriously but also had a huge influence on how "women in religion" is taught. Gross was one of the first scholars to use the term "androcentric." Nancy Auer Falk, professor emerita of comparative religion at Western Michigan University, coedited Unspoken Worlds: Women's Religious Lives (1981) with Gross. Now in its third edition, this groundbreaking collection of case studies watered the flowering of cross-cultural studies in the lived religion of women. Falk reminded us of Gross's role in the election of the first female member of the AAR's board and the establishment of its working group on women and religion. Judith Simmer-Brown, professor of religious [End Page 221] studies at Naropa University, focused on Gross's work in Tibetan Buddhist studies, especially her pointing out the discrepancy between the prophetic voices about women's roles in early Buddhist texts and Tibetan monasticism's institutionalized androcentrism. Simmer-Brown emphasized the importance of Gross's work in Buddhist theology—for example, her deconstructing "Theravada/Mahayana/Vajrayana put-downs" and "incipient fundamentalisms" in Western Buddhism.The fourth panelist, Paul F. Knitter, professor of theology, world religions, and culture at Union Theological Seminary, described Gross's contributions to Buddhist-Christian dialogue, recounting that they met at the Society's founding conference in 1980. He said, "Rita is the Christian theologians' friendly gadfly, always asking questions that make us very uncomfortable." Particularly provocative has been her insistence that claims on the part of religious communities to religious superiority or exclusive truth are incompatible with support of religious diversity. SBCS vice president Terry Muck, dean of the E. Stanley Jones School of World Mission and Evangelism at Asbury Theological Seminary, spoke about Gross's contributions to the society, noting that she has held every office except treasurer. He and Gross coedited Buddhist-Christian Studies from 1995-2005, in part because the society had decided— after founding editor David Chappell retired—that the ideal would be one male and one female editor and one Buddhist and one Christian editor. He usually handled the work with the publisher while she usually worked with article selection along with the reviewers. Rosemary Radford Ruether, professor emerita at the Pacific School of Religion, reviewed Gross's contributions to feminist scholarship. She reminded us that while still a student at the University of Chicago, Gross crafted a fundamental methodology for studying women and religion and insisted that turning a blind eye to 80 percent of the religious practice in various cultures is simply bad empiricism. This is not to say that existing policy is necessarily wise or that there may not be good and sufficient reasons for wishing to change it. Indeed, at any time and place, the United States might well be overestimating the threat from the (...) Soviet Union or using too much force. What I wish to suggest is that across-the-board criticism of American policy as inherently aggressive and repressive, regardless of circumstance – a litany of criticism so constant that it does not alert us to the need for explanation – has a structural basis in the rise of a political culture that is opposed to existing authority. To the extent that this criticism is structural, that is, inherent in domestic politics, the problem of fashioning foreign policies that can obtain widespread support is much more difficult than it is commonly perceived to be. For if the objection is to American ways of life and, therefore, “to the government for which it stands,” only a transformation of power relationships at home, together with a vast redistribution of economic resources, would satisfy these critics. If the objection is not only to what we do but, more fundamentally, to who we are, looking to changes in foreign policy to shore up domestic support is radically to confuse the causal connections and, therefore, the order of priorities. This article addresses the rise of faith-based emergency relief by examining the US President’s Emergency Plan for HIV/AIDS (PEPFAR), a public health intervention focused on the AIDS epidemic in sub-Saharan Africa. It argues that the theological turn in humanitarian aid serves to amplify ongoing dynamics in the domestic politics of sub-Saharan African states, where social services have assumed the form of chronic emergency relief and religious organizations have come to play an increasingly prominent role in the provision of such services. (...) In the context of an ongoing public health crisis, PEPFAR has institutionalized the social authority of the Pentecostal and charismatic churches, leading to a semantic confluence between the postcolonial politics of emergency and the Pentecostal/Pauline theology of kairos or event. Far from being confined to the space of foreign aid, however, the faith-based turn in humanitarianism is in keeping with ongoing reforms in domestic social policy in the United States. While on the one hand the sustained welfare programmes of the New Deal and Great Society have been dismantled in favour of a system of emergency relief, on the other hand the federal government has intensified its moral, pedagogical and punitive interventions into the lives of the poor. The wilful transfer of welfare services to overtly religious service providers has played a decisive role in this process. The article concludes with a critical appraisal of the links between African and North American Pentecostal-evangelical churches and questions the revolutionary mission ascribed to Pauline political theology in recent political theory. In lieu of an abstract, here is a brief excerpt of the content:Is Buddhism Indispensable in the Cross-Cultural Appropriation of Christianity in Burma?La Seng Dingrin, Former Faculty MemberIs Burmese Theravāda Buddhism dispensable for the cross-cultural appropriation and mission of Christianity in Burma?1 According to the traditionally held Burmese2 Protestant Christian assumption—inherited from Adoniram Judson—the answer is yes,3 for the simple reason that Burmese Buddhism and Christianity are totally different from one another, and there is "no point of contact" between the (...) two. Whereas Christianity is theistic, Buddhism is nontheistic; whereas the former is a religion of grace (humans are believed to be saved only by faith in Jesus Christ through God's grace), the latter is a philosophy that recommends self-effort in achieving liberation. Some non-Buddhists consider Burmese Buddhism "idolatrous"4 because Buddhist devotees venerate images of the Buddha and other sacred objects. Hence it is perceived that Buddhism is not at all related to Christianity and not indispensable to Christianity. This paper suggests the opposite by examining principal Burmese Buddhist terms used by Adoniram Judson (1788–1850) in two tracts written in Burmese: "A View of the Christian Religion" (Tract No. 1) and "The Golden Balance" (Tract No. 3).Adoniram Judson was America's first overseas missionary translator in Burma. He was a graduate of Brown University (1804–1807) and of Andover Theological Seminary (1808–1810). Judson, together with his wife, Ann Hasseltine (1789–1826), arrived in Rangoon, Burma, on 13 July 1813 and served there for nearly four decades as the first missionary of the newly established Baptist Board of Foreign Missions for the United States. Judson acquired a good knowledge of the Burmese vernacular and some knowledge of Pāli, the canonical language of Theravāda Buddhism. In 1840, he finished the translation of the Bible; in 1849, he produced the English-Burmese and Burmese-English dictionaries.5Judson wrote at least eight tracts in Burmese.6 Of the eight, six, including "A View of the Christian Religion," were published in The Septenary or, Seven Manuals.7 This tract, written in July 1816, was again published in Tracts in Burmese, vol. 1 (1860)8 and included four chapters: "Historic," "Didactic" (or "Practical"), "Preceptive," and "Devotional." Its English translation was published in The Life of Adoniram Judson.9 [End Page 3]Judson wrote "The Golden Balance" in March 1829.10 This tract compared Christianity and Burmese Theravāda Buddhism in order to show that the former was the better and a true religion. It was included in two collections of tracts in Burmese: an untitled collection11 and Tracts in Burmese, vol. 1 (1860). Regardless of place of publication and edition, their contents and structures remain unchanged.Judson wrote "A View of the Christian Religion" and "The Golden Balance" during the reigns of King Bodawpaya (r. 1782–1819) and King Bagyidaw (r. 1819– 1837). The first Anglo-Burman War (1824–1826), in which the Burmans suffered defeat at the hands of the British, preceded the production of "The Golden Balance." It was also the time when successive Burman kings had been patronizing Buddhism, encouraging Pāli monastic scholarship and the translation of the Pāli canonical texts into the Burmese language. The production of the tracts was made when foreigners were granted religious freedom to worship according to their own customs, but no Burman would be allowed to change her or his religion, or to be anything else than a Buddhist. Judson was writing the tracts to those Burmese Buddhists, particularly Mon and Burman, who only knew Mon and Burmese, and had had very little contact with Christianity.12Though all of Judson's eight tracts are worthy of study, only the two are chosen because (1) they are more theological in nature than the others, which contain mere Burmese translations of certain scriptural texts, and (2) they, in particular "The Golden Balance," contain Judson's view of Burmese Buddhism. There are at least eighty principal Burmese Buddhist terms that Judson uses in the two tracts13; twenty-four are pure Burmese, and fifty-six are pure and phonetically adapted Pāli. In 2004, the Havasupai Tribe filed a lawsuit against the Arizona Board of Regents and Arizona State University researchers upon discovering their DNA samples, initially collected for genetic studies on type 2 diabetes, had been used in several other genetic studies. The lawsuit reached a settlement in April 2010 that included monetary compensation and return of DNA samples to the Havasupai but left no legal precedent for researchers. Through semistructured interviews, institutional review board chairs and human genetics researchers (...) at US research institutions revealed their perspectives on the Havasupai lawsuit. For interviewees, the suit drew attention to indigenous concerns over genetic studies and increased their awareness of indigenous views. However, interviewees perceived no direct impact from the Havasupai case on their work; if they did, it was the perceived need to safeguard themselves by obtaining broad consent or shying away from research with indigenous communities altogether, raising important questions of justice for indigenous and minority participants. If researchers and IRBs do not change their practices in light of this case, these populations will likely continue to be excluded from a majority of research studies and left with less access to resources and potential benefit from genetic research participation. This article brings to light discourses that constituted the education of Asian-American children in California in the second half of the nineteenth century. Guided by Foucaultian ideas and critical race theory, I analyze California public school laws, speeches of a governor-elect and a superintendent, and a report of the board of supervisors, from the 1860s to the 1880s. During this targeted period, the images and narratives of Asian-American children were inscribed with racism. Racializing politics rendered them to (...) be disqualified from attending public schools. Segregated schooling for them was legally ordered and therefore unquestioned. It was a discursive practice implemented on their bodies by dint of a mechanism of a spatial division. This article reveals the shifting dominancy of discourses regarding Asian-American children. Rather than accepting the given historical facts, I intend to reread historical texts in order to rethink the education of Asian-American children through a Foucaultian encounter with critical race theory. Acknowledging different interpretations of the past events is a way of rethinking them and interrogating the history through the revelation of different histories in the education for Asian-American children. I had to think about it, to think about Just Us, Claudia Rankine’s powerful, generous, sharp, and profound book. In it, she makes an urgent request for “an American conversation” on whiteness. Rankine teaches us: “Universalized whiteness, that racial imaginary, lives in every moment” (2020, 329).I pace around the house, make some tea, and pick up the New York Times, scanning the headlines. There it is, front-page news this very day: “Sights Set on School Districts as G.O.P. Targets Race Theory” (Saul 2021, A1). Scarlett Johnson, profiled in the article, is a dirty-blond “just a mom” from Mequon-Thiensville, a school district in Wisconsin. Johnson has made it her mission to refuse the conversation; she is buttressed by a set of powerful and wealthy behind-the-scenes interest groups. Rankine writes, “I have only lived as me, a person who regularly has to negotiate dismissal, erasure, disrespect, and abuse” (2020, 23).The news article goes on: “Republicans say critical race theory has invaded classrooms.” Then, Wisconsin senator Ron Johnson implores, “take back our school boards, our county boards, our city councils” (Saul 2021, A12; emphases [End Page 141] mine). Rankine observes, “Among white people, black people... are not allowed to implicate the present company in [their] precariousness. They are not allowed to point out its causes” (2020, 155). She explains “the narrative of white privilege that secures white spaces,” then quotes legal scholar Cheryl Harris on “the set of assumptions, privileges, and benefits that accompany the status of being white... a valuable asset that whites sought [and seek] to protect” (Rankine 2020, 25). On the last pages of Upside Down: A Primer for the Looking-Glass World, the Uruguayan writer Eduardo Galeano dares readers to exercise the right to dream. “Suppose we rave a bit?” he asks, and he offers a long list of possibilities for an alternative world (Galeano 2000, 333–36; see figure 1).In a classroom exercise designed by my former student James Williams, I ask my undergraduates at a public university in New York City to rave a bit, writing out on a slip of paper one thing they would change to make for an alternative world. The Telecommunications Act of 1996 is considered landmark legislation, especially in the area of universal service. However, the FCC performed even more groundbreaking activity. The FCC was given wide latitude by the Act to interpret the universal service provisions of the Act either narrowly or broadly; the FCC chose the latter. The FCC's interpretation of the Act will have a significant impact on the level of technology implementation and use in American classrooms and libraries. In March 1996, the FCC (...) issued a Notice of Proposed Rulemaking on Universal Service. The NPRM also established a Federal-State Joint Board composed of three FCC Commissioners, four state public service commission representatives nominated by the National Association of Regulatory Utility Commissioners, and one utility consumer advocate nominated by the National Association of State Utility Consumer Advocates. On November 8, 1996, the Joint Board released its Recommended Decision and the FCC adopted its rules based on that recommendation in May 1997. The FCC ruled that all eligible schools and libraties should receive discounts of between 20 and 90 percent on all telecommunications services, Internet access, and internal connections, subject to a $2.25 billion annual cap. In addition, any funds not disbursed in a given year may be carried forward and disbursed in subsequent years without regard to the cap. This provision, according to the FCC, will provide schools and libraries with the maximum flexibility to purchase the services that will meet their communications needs most effectively. In a separate section of the rules, the FCC defined "core services" as: • Voice-grade access to the public switched network, with the ability to place and receive calls • Dual Tone Multifrequency signaling or its functional equivalent • Single-party service • Access to emergency services • Access to operator services • Access to interexchange services • Access to directory assistance. • Support for toll limitation services for low-income consumers. However, as stated in the Act, the FCC was given the latitude to include additional services for schools and libraries. It could have chosen to provide schools and libraries with discounts on only core telecommunications services; core services plus some complement of additional services; or all telecommunications services. The FCC adopted the third option, that discounts be provided on all telecommunications services. It stated that this guideline would provide schools and libraries the maximum flexibility to purchase whatever package of telecommunications services they believe would meet their telecommunications service needs most effectively and efficiently. _Current Status:_ The FCC ruled that it will permit schools to begin using discounted services on January 1, 1998. This is a sad task, as are all memorials, but it is also an important one. Bill was a beloved and respected colleague, and it is the duty of the Society to note his passing.The basic facts of Bill’s life are easy to recount. Born in New York City on 16 December (...) 1943, he was educated at Fordham from ninth grade on. He earned his BA in 1965, with a major in Russian language and Soviet-area studies. He completed his doctorate in 1970 with a dissertation entitled “An Aesthetic Approach to the Philosophy of William James.” Bill taught at the University of Southern Maine—with occasional periods in Belgium, Germany, Ireland, Japan and China—from 1968 until his retirement in 2014. He was the author, co-author, or editor of seven books, and wrote well over a hundred articles and reviews. Bill was an active member of SAAP forever. Long before we had T-shirts or posters, before there were prizes or even banquets, he was participating in our meetings and speaking on such figures as James and Dewey. A not irrelevant aspect in Bill’s life was that he was married to the same woman, Catherine Kerley Gavin, for over fifty years, and together they shared a life of travel, sailing, and dancing. Bill died in Maine on 25 April 2021.In addition to his work in American philosophy with which we are most familiar, Bill’s overall interests encompassed the sub-fields of ethics and aesthetics, medical ethics, Russian philosophy, and Existentialism. In his writings, these diverse aspects of his thought were seamlessly integrated and presented with a teacher’s eye on the larger mission of philosophy: to try to answer such questions as these: “Why do we do what we do?” “What should we value?” “What should we believe?” “How should we live?” [End Page 106]Running like a dark thread through Bill’s writings are the themes of finitude and death. He emphasized that our beliefs in the secure and the permanent—our delusional expectations of control, our excessive demands for clarity, our hopeless quest for certainty—are all misguided. In his wonderfully clear volume, William James and the Reinstatement of the Vague, Bill writes: “[M]ost philosophers, and indeed most people... have pursued certainty, objectivity, and some form of universal truth” and “have assumed that such truth can be captured in language, that is, that a complete linguistic description of reality is at least possible and certainly desirable” (Gavin, William James and the Reinstatement of the Vague, Temple UP, 1992, p. 1). By means of his work, Bill shows us that all of this is delusional. He helps us to grasp what it is to live our lives without an adequate understanding of what we are doing, and to face the tragedy of having to endure when our choices prove mistaken. His view of life, and his approach to philosophy, are thus existential in the deepest sense.Philosophy for him was not some gussied-up academic pastime by means of which we polish and update the thoughts of others. Rather, philosophy lives only in a broader cultural context that also includes hunger and illness, yet has room for both poetry and dance. In the vital niche that Bill’s work occupies between Pragmatism and Existentialism, he returned again and again to the diversity of our problematic contexts, and to the vague and tentative understandings that we cobble together to address our situation. The aim of this article is to bring to the attention of the international nursing community the discrepancy between a pervasive ‘caring’ nursing discourse and a most unethical nursing practice in the United States. In this article, we present a duality: the conflict in American prisons between nursing ethics and the killing machinery. The US penal system is a setting in which trained healthcare personnel practice the extermination of life. We look upon the sanitization of deathwork as an application (...) of healthcare professionals’ skills and knowledge and their appropriation by the state to serve its ends. A review of the states’ death penalty statutes shows that healthcare workers are involved in the capital punishment process and shielded by American laws (and to a certain extent by professional boards through their inaction). We also argue that the law's language often masks that involvement; and explain how states further that duplicity behind legal formalisms. In considering the important role healthcare providers, namely nurses and physicians, play in administering death to the condemned, we assert that nurses and physicians are part of the states’ penal machinery in America. For bioethicists, these topics include: equity in the allocation of resources for treatment and research; forgoing life-sustaining care and proxy decision (...) making; informed consent in the context of HIV testing and screening; the ethical duties of health care workers to provide care for persons with HIV disease; and competing obligations of health care professionals to patients and to third parties who may be put at risk.The Role of CommissionsIf AIDS is the quintessential case study for bioethicists, it is a potential quagmire for politicians. The association of HIV disease with drug use and sexual behavior makes it a topic that all but the most courageous (or the most homophobic) politicians shy away from. A frequent political response is to form a commission.Alexander Capron, who was executive director of the President's Commission for the Study of Ethical Problems in Medicine, has described some roles commissions play: a watchdog, overseeing the work of particular government agencies; a crucible, providing a means for "publicly hammering out conclusions on controversial issues when consensus, both in the public and in the relevant disciplines, is not yet apparent"; and "a lightning rod for public concern—or viewed less charitably, dumping ground for an issue that is too difficult for the ordinary political process to handle" (Capron 1983, p. 9).Nearly every state has created a gubernatorial-level task force or commission on AIDS. The National Commission on AIDS was established under the Health Omnibus Program Extension (HOPE) Act of 1988, which was signed by President Reagan on November 4, 1988. The new editorial team has decided to expand the journal’s formula to include texts from the general humanities; thus, there will be articles not only on philosophy, but also on history, cultural and religious studies, and theology, on top of Polish and foreign (...) literature. The journal is also open to a wide range of issues that take into account the mission of the Jesuit University Ignatianum as a Catholic research center. An important element of this approach is the issue of the Mediterranean civilizational tradition and cultural heritage, which in our understanding are the most important sources of knowledge and inspiration for the study of contemporary problems of individual people, societies and states as well. Before the establishment of the Cenozoic Research Laboratory in 1929, paleoanthropological research in China was mainly in the hands of foreigners, individual explorers as well as organized teams. This paper describes the development of paleoanthropology in China in the 1920s and 1930s and its transformation from the international phase to an indigenized one. It focuses on the international elite scientist network in metropolitan Beijing whose activities and discoveries led to such transformation. The bond between members of the network was built (...) on shared scientific devotion, joint field experience, and social activities. However, such scientific internationalism was not immune from imperialistic and nationalistic interests and competition as most members of the network also belonged to institutions of the dominant hegemonic powers, such as the French Paleontological Mission and the American Museum of Natural History, operating by the logic of international system of imperialism. While these foreign institutions enjoyed relatively unrestricted access to the Chinese frontier and Mongolia in the early 20th century to discover and collect for the establishment of what they saw as universal scientific knowledge, in the late 1920s rising Chinese and Mongolian nationalisms began to interpret these activities as violations to their national sovereignty. The idea of establishing a “Chinese” institute to carry out paleoanthropological research in China took shape in such milieu. This paper highlights the entanglement between scientific internationalism, imperialism, nationalism in China in the early 20th century and the complicated process of knowledge formation at various national and personal levels. Ferebee (bio)On August 28, 2021, former Royal Marine and charity worker Pen Farthing was evacuated from Afghanistan with almost two hundred dogs and cats that his Kabul animal charity, Nowzad Dogs, had rescued. The role of the British government in this evacuation remains hotly contested: At the time, the British Ministry (...) of Defence tweeted (Fig. 1) that Farthing's escape had been assisted by the British military, but Farthing later disputed this claim and argued that his rescue was not the result of high-level intervention in the British government. In January 2022 controversy erupted around the emergence of documents suggesting that Prime Minister Boris Johnson had lied to Parliament about the personal role that he played in just such an intervention. Notably, Nowzad's Afghan staff members were not evacuated alongside Farthing and the animals, though they would eventually escape to Pakistan. Following Farthing's escape, the British government failed to evacuate hundreds of British citizens and residents (Merriman and Ghouri), as well as many more Afghans who had worked on behalf of British forces. The Nowzad Dogs evacuation became a site of symbolic struggle over Britain's respect (or lack thereof) for human rights. "What a story to tell the world: Britain values dogs more than Afghan people," the headline of an opinion piece in the Guardian (Hinsliff) read.The story of Nowzad Dogs is interesting to me not only as a tale of human-nonhuman relations, but also because I was, at the time it occurred, volunteering within the Afghan aid community to assist relatives of a friend, British Afghans who had been visiting Kabul when the government [End Page 52] collapsed. The family repeatedly asked for assistance from the British Foreign, Commonwealth and Development Office—assistance that never appeared. Ultimately, due to the generosity of donors and the coordination of a volunteer team, the family was able to flee to Pakistan, where they boarded a commercial flight to London. This case was a particularly stark and powerful illustration of the negotiations of rights and value that took place during and following the evacuation. It seemed nonsensical, in August 2021, to suppose that British citizens, including British children (the family I worked with included a six- and an eleven-year-old who were British citizens), would be abandoned while Afghan dogs had their rights prioritized. As I hope to demonstrate here, however, such an incident becomes comprehensible and even logical when it is understood as part of a specifically Anthropocene manifestation of subjectivity.Upendra Baxi suggests that 1948's Universal Declaration of Human Rights (UDHR) marks a broad shift from the era of "modern" (42) human rights (which began with the American and French Revolutions) to the era of "contemporary" (42) human rights. His periodization links these eras in human rights to shifts in the ideology of capitalism and empire. The "modern" era of human rights, he writes, "signals a whole variety of ideological 'justifications' for colonization and world domination" and "provides a register of major development in industrial capitalism" (42), while the "contemporary" era of human rights "is based on the premise of radical self-determination" (46). Such a periodization also brings human rights into close alignment with the Anthropocene, which is rooted in the capitalist-colonial Enlightenment and Industrial Revolution, yet often dated most concretely to the circa-1950 shift that some (such as J. R. McNeill and Peter Engelke) label the "Great Acceleration." Indeed, one could reasonably appropriate Baxi's terms and speak of "modern" and "contemporary" Anthropocenes mapped identically onto the global timeline.I propose to use the 2021 Afghan evacuation as a site from which to explore how human rights and the Anthropocene have together coproduced certain forms of subjectivity that are essential for the continued smooth functioning of world-ecological capitalism. These new forms of subjectivity are necessary to sustain the important fiction of individual [End Page 53] agency and value and conceal the ways in which the Anthropocene moment renders this fiction meaningless. Institutional review board delays may hinder the successful completion of federally funded research in the U.S. military. When this happens, time-sensitive, mission-relevant questions go unanswered. Research participants face unnecessary burdens and risks if delays squeeze recruitment timelines, resulting in inadequate sample sizes for definitive analyses. More broadly, military members are exposed to untested or undertested interventions, implemented by well-intentioned leaders who bypass the research process altogether. To illustrate, we offer two case examples. We posit that IRB delays often appear (...) in the service of managing institutional risk, rather than protecting research participants. Regulators may see more risk associated with moving quickly than risk related to delay, choosing to err on the side of bureaucracy. Given the rise in transnational problems and the inadequacy of the old, intergovernmental system, scholars are searching for a new, post-cold war global architecture. The 2001 anti-terrorism coalition presents a new architecture - the semi-empire - which is dominated by one nation (or a small group of nations) that pressures other nations to follow the course it sets, and has a limited number of missions. The article explores the possibility that the coalition could expand to tackle other transnational problems (...) besides terrorism. Given the coalition's lack of scope and legitimacy, other options are explored that might be more effective and legitimate. The alternatives turn out to be either based on the old system (e.g. transgovernmental agencies), unrealistic except in the very long term (a global nation), or implausible (e.g. a global constitutional assembly). The article argues that an expanded coalition, or semi-empire, might gradually become more effective and legitimate over time. (shrink)

The study of the cultural activity of the Spiritual missions of the Russian Orthodox Church in various regions of Russia is one of the urgent tasks in the context of the problematic field of the theory of regionalism, cultural studies and socio-philosophical knowledge. Russian settlements on the territory of the Yenisei River basin and the entry of ethnic groups and territories of Yakutia and Buryatia into the Russian Empire has become one of the most important stages of the integration (...) of the ethnic groups of Siberia into a single statehood. The Irkutsk Spiritual Mission received a more perfect organization, institutionalized by increasing the number of missionary camps, which for successful Christian activities carried out among pagans allowed the formation of school educational institutions for the education and upbringing of a new Buryat generation of children in the doctrinal Orthodox canons, and Russian cultural traditions. In this regard, one of the key tasks of the missionaries was to establish a rational view of further life in new Christian-type formations, which was realized in socio-cultural activities: providing medical care to sick representatives of other ethnic groups, a friendly attitude to people of a different faith and a sincere desire to guide them on the path of righteousness, etc. It should be noted that the largest share of foreigners in this territory belonged to Buddhists, which was reflected in the influence of lamas on doctrinal issues, including economic ones. Since Buddhism in the Russian Empire belonged to the section of tolerant religions, direct (administrative) pressure on it was impossible. There remained funds of an exclusively spiritual nature, to which Orthodox missionary work was directed. Today in the Russian Federation, Buddhism, as well as Islam, Catholicism and Protestantism, as well as some other faiths belong to the category of traditional religions, which organizationally operate within the framework of the modern Russian Constitution. As an environmentally focused, applied field science, fisheries biology has recently been marked by its failed promise to enable sustainable exploitation. Fisheries biology’s origin through state support raises many questions. How did fisheries biologists get this support? Did political considerations and economic ideals fundamentally shape the science? Why has it been perceived as fundamentally conservation oriented? New evidence indicates the political basis for Thomas Henry Huxley’s contention that the deep-sea fisheries were inexhaustible; this essay shows how his influence extended to (...) recent neoliberal resource management solutions. It also explores how fisheries biology acquired the ideal of maximum sustained yield via Progressive Era efficiency conservation and German scientific forestry; how American Cold War foreign policy made this ideal paradigmatic of mid to late twentieth-century fisheries biology; and how emerging bioeconomics in the 1950s imposed a troublesome misunderstanding of fisheries biology’s earlier mission. A recent message on one of the e-mail bulletin boards sent by a college student read, “I believe that the AIDS virus was developed in government labs for the purpose of controlling black folks.” In September 1990, Essence, an African American magazine with a circulation of 900,000, had as a lead article “AIDS: Is It Genocide?” In 1991, the New York Times quoted Clarence Page, African American columnist and Pulitzer prize winner: “You could call conspiracy theories about AIDS (...) and drugs fringe ideas, but they seem, to have a large following among the black intelligentsia. … [And] you find it at all levels.” In April 1992, Lorene Gary explained in Newsweek “Why it's not just paranoia.” In that same month, another New York Times article reported: “Bizarre as it may seem to most people, many black Americans believe that AIDS and the health measures used against it are part of a conspiracy to wipe out the black race.”4 In February 1992, Science quoted Peter Breggin, director of the Center for the Study of Psychiatry in Bethesda, Maryland, as saying that research on violence “cloaks the intention to identify problem black children and then … prescribe pacifying drugs.”. At the University of Pretoria, Historical Theology consists of various sub-disciplines, that is, History of Christianity, History of Doctrine, History of Theology, History of Missions, Church History, and Church Polity. This article is located in History of Missions, as a contribution to the centenary celebration of the Maranatha Reformed Church of Christ (MRCC). The main focus of this contribution is an analysis of Prof. P.S. Dreyer’s mission theology as reflected in his publications, and how it shaped the mission (...) policy of the Nederduitsch Hervormde Kerk van Afrika (NHKA) and the growth of the MRCC. For 35 years (1954–1989), Prof. Dreyer was a member and chairman of the Mission Board of the NHKA. As part-time Superintendent of Mission and chairman of the Board, he not only had many administrative and financial responsibilities, but he also played a role in the establishment of at least 60 congregations in black communities, as well as the theological education of more than 200 MRCC students and ministers. All of this was based on a clear understanding of the nature of the church, as well as the responsibility and calling of the church to proclaim Jesus Christ to all people. Bishop was both fully at home in, and fully estranged from, Nova Scotia and Brazil. In Nova Scotia, after Bishop’s father had died, her mother went insane; Bishop lived there with her grandparents from the age of three to the age of six. She then left to be raised by an aunt in Massachusetts, but spent summers in Nova Scotia till she was thirteen. Subsequent adult visits north produced poems like “Cape Breton,” “At the Fishhouses,” and “The Moose”; and Bishop (...) responded eagerly to other poets, like John Brinnin and Mark Strand, who knew that landscape. Nova Scotia represented a harsh pastoral to which, though she was rooted in it, she could not return. Brazil, on the other hand, was a place of adult choice, where she bought and restored a beautiful eighteenth-century house in Ouro Prêto. It was yet another pastoral, harsh in a different, tropical way—a pastoral exotic enough to interest her noticing eye but one barred to her by language and culture . Foreign abroad, foreign at home, Bishop appointed herself a poet of foreignness, which is, far more than “travel,” her subject. Three of her books have geographical names—“North and South,” “Questions of Travel,” and “Geography III”—and she feels a geographer’s compulsions precisely because she is a foreigner, not a native. Her early metaphor for a poem is a map, and she scrutinized that metaphor, we may imagine, because even as a child she had had to become acquainted through maps with the different territories she lived in and traveled back and forth between. In the poem “Crusoe in England,” Bishop’s Robinson Crusoe, shipwrecked on his island, has nightmares of having to explore more and more new islands and of being required to be their geographer: I’d have nightmares of other islands stretching away from min, infinities of islands, islands spawning islands, ………………………………………… knowing that I had to live on each and every one, eventually, for ages, registering their flora, their fauna, their geography.This recurrent anxiety marks the end of one of Bishop’s earlier dreams—that one could go home, or find a place that felt like home. In “A Cold Spring,” a book recording chiefly some unhappy years preceding her move to Brazil, there had yet survived the dream of going home, in a poem using the Prodigal Son as surrogate. He deludes himself, by drinking, that he can be happy away, but finally his evening horrors in exile determine him to return: Carrying a bucket along a slimy board, he felt the bats’ uncertain staggering flight, his shuddering insights, beyond his control, touching him. This paper examines the position of international human rights law towards missionary or proselytizing activities with a special focus on the American context. By evaluating UN legal acts such as the 1948 Universal Declaration of Human Rights, the 1960 Arcot Krishnaswami Study and the 1981 Declaration on the Elimination of All Forms of Intolerance and Discrimination Based on Religion or Belief and the American Convention of Human Rights, it investigates the extent to which such activities fall within the (...) scope of the right to free speech and to freedom of religion for religious organizations. This is exemplified by looking at two Evangelical religious organizations founded for the purpose of luring away groups of believers from their original religious communities: “Mission to Amish People”, targeting the Amish People, and “Jews for Jesus”, aimed at the Jewish community. The clash of one religious community which considers mission a fundamental element of its religion with a religious community who is highly skeptical about mission constitute the extreme test case of the right to free speech and to corporate freedom of religion. Given the highly various importance which mission can play in different religions, the article suggests to solve each case individually by carefully examining the content of each religious doctrine. American allies are forced to develop new strategies for managing this new risk in relations with Washington. ABSTRACT The common claim that American foreign policy is “imperial” is contradicted by the fact that the actual, definable historical empires have characteristically exercised formal, as well as decisive, control over their peripheral dependencies—properties that the keenest analysts do not ascribe to the geopolitical system that has been constructed by the United States. Why, then, the ascription of “empire” to the United States? One reason is to condemn American foreign policy by linking it to the unjust, (...) destructive, and self‐destructive tendencies that are held to be inherent in a nation’s quest for, and maintenance of, “empire.” The variant of this anti‐imperial thesis that has been the special province of certain conservatives and libertarians appropriates the “empire” thesis to invent non‐security motives for American foreign policies, and correspondingly to denigrate security threats to the United States. Yet—ironically—as with the more characteristic left‐wing anti‐imperialism, the conservative‐libertarian version exemplifies a cultural dimension of the strategic situation of the United States: Far from being an “empire,” or even an accomplished hegemon, America is better described (metaphorically) as the object of a multi‐pronged “siege.”. Since World War I, the United States has pursued the defense of Western civilization as a critical element of its own national interest. In his provocative reconsideration of that goal, Robert Strausz-Hupe asks whether the American people can still agree upon and adopt foreign policies consistently devoted to that end. He specifically examines popular and paradoxical attitudes that often undermine Washington's ability to defend American and Western interests, attitudes towards society and the state, politics and government, instruments (...) of foreign policy and the people who wield them. As the backdrop for his analysis, Strausz-Hupe employs the wisdom of Alexis de Tocqueville's Democracy in America, reiterating Tocqueville's finding that the driving force of American life is its passion for equality and democracy. To this insight, Strausz-Hupe adds another: When one realizes that domestic politics is the driving force behind foreign policy, one understands why "the foreign policy of the United States cannot be other than the defense of democracy everywhere." Unlike some analysts, however, Strausz-Hupe believes that this proposition states only the problem for American statesmen not the answer. The answer, Strausz-Hupe concludes, lies in a universal federation of democratic states. In an appreciative foreword that examines the evolution of Strausz-Hupe thought, Walter A. McDougall demonstrates that this idealistic vision of a democratic world-state has been the unifying thread in Strausz-Hupe's intellectual career, not the calculating Realpolitik so often attributed to him. :Academic Medical Centers offer patient care and perform research. Increasingly, AMCs advertise to the public in order to garner income that can support these dual missions. In what follows, we raise concerns about the ways that advertising blurs important distinctions between them. Such blurring is detrimental to AMC efforts to fulfill critically important ethical responsibilities pertaining both to science communication and clinical research, because marketing campaigns can employ hype that weakens research integrity and contributes to therapeutic misconception and misestimation, (...) undermining the informed consent process that is essential to the ethical conduct of research. We offer ethical analysis of common advertising practices that justify these concerns. We also suggest the need for a deliberative body convened by the Association of American Medical Colleges and others to develop a set of voluntary guidelines that AMCs can use to avoid in the future, the problems found in many current AMC advertising practices. Excavated from the ruins of a Han dynasty postal and relay station located in the Gansu Corridor, the Xuanquan manuscripts provide a precious chance to look into the daily traffic along the ancient Silk Road. After a brief introduction to the Han postal system, this paper translates and examines some of the Xuanquan documents directly related to foreigners traveling to Han China, such as passports, records of lodging and boarding, and files concerning trade disputes. We attempt to identify and evaluate the association between key characteristics of not-for-profit hospitals and market concentration, as measured by the Herfindahl–Hirschman Index, using data available from the American Hospital Association, the Centers for Medicare and Medicaid Services, and the Internal Revenue Service Form 990. Our goal is to provide decision support to policy makers on factors that contribute to market competitiveness, which has been linked to improvements in efficiency, costs, and access to health care. We find that contributions (...) are positively associated with market concentration. This could indicate that well-run NP hospitals are rewarded both financially as well as with increased market share. We also find that a higher percentage of Medicare patients is positively correlated with market concentration. This could be explained by the fact that Medicare reimbursement rates are generally lower than those paid by private insurers ; thus, hospitals might not necessarily choose to operate in areas with high Medicare populations. Further, median income is negatively associated with market concentration. One explanation for this effect could be the fact that a population with a higher median income is in a better position to pay for services, making them attractive to hospitals as a potential market. Finally, we find that the presence of managers with voting rights on the boards of directors has no significant impact. (shrink)

The study presents the Russian historical-philosophical process in the context of the discovery of a new object, themes, personae, set of reactions and formation of a product for the intellectual community. The author's reliance on philosophical empirical material and appropriate hermeneutics in its processing allows the author to highlight those factors that influenced individual and collective reception. The author sees as a convenient case study the “discovery” by the Russian philosophical community of the early 20th century of both American (...) philosophy in general and C.S. Peirce in particular. Since the beginning of the 19th century, Russian thinkers have turned their attention to American philosophy in all the diversity of its manifestations. Russian intellectuals paid special attention to American pragmatism and everything associated with it. In Russia, in addition to translations, numerous reviews of foreign publications on this topic are appearing. Of particular interest to us in the Russian “collective reflection” of American ideas is the system of preferences for ideas, texts, events, and names. The point is that what might have been a priority for a European thinker, for a Russian one turned out to be on the “periphery” of his consciousness, as well as vice versa. While James appeared among the priority figures for Russian thinkers, Peirce was in his “shadow”. Using rich empirical material, the author shows all the stages of Peirce’s image formation in the Russian intellectual community. The research shows that “image” of Peirce, which represents not so much the thinker himself, but characterizes the intellectual community that turned to him. The results of the study may be useful both for contemporary foreign and Russian interpreters of Peirce and for historians of philosophy who are rethinking the past and forming in the present new objects of reception and reflection. Many journalism organizations have published codes of ethics in recent years. The Association of Newspaper Editors, for example, lists 47 different codes on its website. But an organization of health care journalists felt that none of those codes addressed the unique challenges of covering complex health care topics. The Association of Health Care Journalists (AHCJ) is an independent, non-profit organization dedicated to advancing public understanding of health care issues. Its mission is to improve the quality, accuracy and visibility of health (...) care reporting, writing and editing. AHCJ has written a statement of principles for its 750 members. In it, AHCJ states some of the unique challenges faced by journalists covering health care, and offers suggestions on how to face those challenges. Bioethicists are invited to comment on the statement, and to help generate continued discussion of the issues addressed therein. (shrink)

The subject of partnership is one that is receiving attention in different spheres of life today. Businesses are seeking to expand by bringing together different specialisations to complement each other. All these grew out of a desire to have better output. The Christian missions’ enterprise should not be an exception in the quest for better performance; hence, the need to explore the opportunity of partnership for the expansion of God’s kingdom. This article researched how foreign and local mission (...) agencies could develop an effective partnership in Christian missions. The article considered the concept of partnership, the biblical basis for partnership, the historical development of the partnership, the importance of partnership in the 21st century, the prospect of partnership in the 21st century, challenges of partnership in the 21st century and finally, how both local and foreign mission agencies could build an effective, efficient and dynamics partnership mission project before the conclusion of the 21st century.
